Principal – Jacquie LaRocque

Jacquie’s stock in trade is perspective. Since graduating from the University of Ottawa she has looked at the public policy landscape from every possible viewpoint. She’s been a public policy expert in health, innovation and trade, a talking head and government spokesperson in the public service and in politics (for the Hon. Jim Peterson, Minister of International Trade, 2004–2006), a private sector communications director, a lobbyist, a consultant, a neighbour, a volunteer, a spouse, a parent, a friend.

Over more than 20 years, in both official languages, Jacquie has practiced the art of aggregating voices, viewpoints and messages: spokes on the wheel of public policy. Jacquie has positioned herself at the hub—the centre of Compass Rose.

Jacquie has been a fixture on the Hill Times’ roster of Top 100 Lobbyists since the list’s inception in 2007. Her expertise, influence and networking skills were instrumental in growing a fledgling Ottawa public affairs agency into a major player.

Principal – James Patsula

For over 25 years, James has combined his deep business knowledge and experience with an understanding of governance and technology to help clients meet their business objectives. He has extensive experience supporting both Fortune 500 and public sector clients on many multi-million dollar projects and engagements. His strong interpersonal communication skills allow him to meet his clients’ organizational objectives.

Prior to joining Compass Rose Group, James worked as a consultant for EDS, Hewlett Packard and Hewlett Packard Enterprise Services. He is a creative thinker and analytical problem-solver who has managed multiple projects and sales engagements from planning through to execution.

James’ project leadership and business expertise spans a broad spectrum of services including technology, management consulting, cloud computing, capacity planning and systems integration. He has a proven track record of understanding and meeting stakeholder requirements in both delivery and procurement settings.

He holds a Top Secret Security Clearance with the Government of Canada (PWGSC).

Communications Manager – Bea Vongdouangchanh

Bea is a communications professional with more than a decade of experience covering politics and public policy as an award-winning former Parliament Hill journalist.

Her work has been published in Embassy News (Ottawa, Ont.), The Record (Sherbrooke, Que.), Policy Options, First Perspective (Peguis, Man.) and The New Times (Kigali, Rwanda). Most recently, Bea was the online editor for The Hill Times and editor of Power & Influence magazine in Ottawa, where she reported on everything from elections, the legislative process, the lobbying industry and parliamentary committees to receptions and political conventions.

Her varied career includes work in the private, public and not-for-profit sectors as a researcher for the Canadian Association of Chiefs of Police, a web editor for Industry Canada and a strategic adviser for a local municipal election candidate.

She brings her research skills, expertise in parliamentary affairs and her ability to turn complex public policy issues into easy-to-understand narratives to Compass Rose and its clients.

Bea holds a bachelor of arts in political science with a concentration in international relations and a master of journalism from Carleton University. She’s also a graduate of the University of King’s College’s bachelor of journalism program.

Senior Associate – Meredith Caplan Jamieson

Meredith’s varied career in politics, the film and television industry and as a hobby farmer has allowed her to form relationships through a large network over more than 20 years, gaining an expertise in strategy, communications, problem-solving, event planning and fundraising. She has a knack for understanding the psychology behind the process and the creativity to approach goals with a fresh perspective to get projects noticed and funded.

In 2014 she ran for public office, beating an incumbent councillor to sit on the five-person rural municipal council of Bonnechere Valley Township. Previously, she served on the Liberal Party of Canada’s National Board, elected for two terms as the Executive Vice-President of the party’s Ontario branch LPC(O) and several years advocating on the Ontario Women’s Liberal Commission (OWLC). She also chaired the steering committee for several AGMs.

Meredith, an award-winning film and television producer, currently lives in Eganville, Ont., an hour outside Ottawa, where she is raising two children and some farm animals with her husband Rob.

Meredith Caplan Jamieson

Meredith began a career in film and television in Toronto after graduating with a Bachelors Degree from McGill University. She quickly climbed the ranks from production and legal assistant to award winning creator, and executive producer. Along the way, she worked for several iconic studios, broadcasters and production companies. However, it was as an independent producer that Meredith was nominated for two Genie Awards, winning the trophy for Sarah Polly’s “I Shout Love.” She was nominated for a Gemini in 2010 for her CBC television movie Abroad with co-creator Leah McLaren and U.K. co-producer Simon Wright.
